You're going to do individual checkups on each soldier in the military? Or are you just going to take out all the "darkies".
3. Deploy troops on the streets to enforce law and order. Curfew would be in acted.
Why? Here's a hint. Police states usually need a pretext to become a police state.
4. Round all up citizens who pose a security threat to the nation, they would be placed under protective custody, for their own well being in camps, jews, non Aryans, communists, homosexuals, people with AID's and other racial disease.
"AID's"? Really? Oh and that's the majority of California you're rounding up. Hitler really is your idol isn't he? As for the "for their own well being" part, let me just say that I seriously doubt it.
5. Remove Israel from the Map, for good

No, non Americans can't be president.
1. The president can't just up and declare a state of emergency without congressional approval.
2. The president is already the c in chief of the military, there is no centralization needed. But the president does need congressional approval to deploy troops in certain contexts. Also, if some soldiers pose a "security risk" how did they get in the military in the first place.
3. Federal law prohibits the use of military troops as police. Curfew might be possible, but i think it would require a severe state of emergency declared.
4. We did that to Japanese-Americans in WWII, but that would be difficult to get Americans to accept again. There is no such thing as a "racial disease" and anyway about half the things you listed aren't racial categories anyway.
5. Military action against another country needs - you guess it- approval of congress. Wiping out an entire country without damaging nearby countries (not to mention the Palestinians) would be difficult if not impossible, and assuming it doesn't trigger WW3 or worldwide nuclear holocaust, good luck getting any nation on Earth to cooperate with America again.
