It's not entirely bizarre. Hard to tell by his post whether he's for or against the government having that sort of information. (I'm totally against it, as there's a fairly high potential for abuse, as the post before this one in the thread mentions.)

I really can't tell whether he's speaking that line pretending to be a government agent (attempting to illustrate the parallels with 1984), or whether he's pretending to be the poster before him (and thus implying that there's no reason not to have the encoded dots there).
