The International Criminal Court issued arrest warrants in 2005 for five commanders of the LRA, under charges of murder, rape, sexual slavery, and conscripting children. These warrants are current worldwide (in the form of Interpol Red Notices), and particularly in Uganda, Sudan, South Sudan, and the DRC.
Since then, the LRA leadership is also wanted for killing a squad of soldiers who had been sent to capture them under an UN- and DRC-sanctioned covert operation, among other more recent crimes.
So the US is sending advisors to assist several governments in apprehending a group of armed and dangerous suspects with outstanding arrest warrants. That cannot possibly be illegal.
The issuing of the warrants could have been illegal, or the US could be illegally infringing on the jurisdiction of the other governments, but neither applies here.
