That's strange, most times I've seen her on TV, she has been wearing a skirt.
What is this rigorous protocol, and why does it concern non-Catholics?
Sure, out of common curtesy I would not wear shorts and bare sholders in front of the Pope, but I would also not wear a mini-skirt.
Jesus, a man as far as I know, is often portrayed as wearing a robe, which is more like a dress than a pair of pants. The Pope, a man, also wears a kind of robe.
I.e. women wearing pants means women are not dressing as men.

As a German, I am slightly worried by someone telling my Head of Government to not wear pants when talking to the Pope, a fellow German; however, since I respect neither the Pope nor Merkel, it is real just slight worry ;)

I'm pretty sure that's what she's referring to.
However, I can't find the passage in the Bible that mentions pants as a specifically male item of clothing.

I never really understood this need to assign a specific gender to a particular item of clothing. It's all unnatural to begin with. Sort of seems arbitrary to me.

There are protocols on how one should dress before the Pope, that are more specific than they are for receiving any other influential head of state? I think Ms. Jordan pulled them out of her ass.
So the Catholic Church evidently condemns women wearing pants, but does not condemn the Pope, who is always a man, wearing what is very clearly a dress? Me confused.

Sorry, but the pope was visiting Germany. When in Rome, do what the Romans do. When in Germany, do what the Germans do. There's no reason the chancellor of Germany should have to put on a dress because the Pope is coming for a visit.
