Certainly every multi generational welfare family I have ever met, was not only pale skinned anglo/saxons... but quite proud of being anglo/saxon..
Um... except that I've known white people who spent generations on welfare. Funny how the white people on welfare either don't exist or are just down on their luck, but if a black family needs assistance, they're a bunch of lazy-ass bums stealing money from hard-working white people.

You're partly right - most welfare recipients are white, which is why this quote is here.
But you're wrong about welfare dependency. In 2010, 4.375 million people, or 1.4% of the US population, were receiving TANF funds. That's less than 15% of the population below the poverty line and less than 20% of those who are unemployed. To receive TANF benefits, you have to be actively seeking work and only in a few cases can you be on TANF for more than 2 years.
In terms of welfare dependency, TANF is notably lacking.
As a social safety net, I'd personally say that it doesn't do as much as it should. But I'm not qualified to say what a better system would be.
