Yes, of course. When used improperly you will, surprise, get unreliable results. Actual scientists know this and understand the limitations of the technique; creationists on the other hand like to try to carbon date roadkill and are astonished that the date is several orders of magnitude off from where it should be, despite the fact that there's a lower limit threshold that you can date things at. This threshold is well known and no real scientist would attempt to carbon date something below it.
