1) If he is an atheist, he will steal it.
2) If he is a theist, he will not.
This is how we will expect him to behave. So doesn't this mean that God is necessary for morality?"
Let us take a famous Hollywood film/TV star/director. One day, after seeing the awful scenes in Haiti, he organises a telethon to raise money to create a relief fund, so as to contribute to the 100% help the Haitians need.
He raises $300 million. The Haitians are sent the help they require.
Let us take a (at the time famous) TV presenter. He has a theme park to build. He sells timeshares in the hotel there. Also requesting 'pledges' towards running his TV station & related organisation. He embezzles much of the 'pledge' money to fund his & his wife's lavish lifestyle. He eventually gets found out and is sent to jail.
One is George Clooney. An Atheist.
The other is Jim Bakker. A 'moral' Christian preacher & televangelist.
This is how we expect fundies to behave. So this doesn't mean that a 'God' is necessary for morality.
