Where else would they be going?
Although I have heard of one instance where an ambulance crew was caught running lights and sirens while returning empty back to their own county after transporting a patient to a major hospital in another city. Apparently the cop who stopped them noticed that they didn't have the lights on in the back of the ambulance and therefore weren't tending to a patient. They just wanted to make good time getting back home. But I suspect this is the exception and not the rule.
