She seems like a nice enough lady, with her head screwed on, doesn't take any shit from anybody, hasn't run off to a tax haven, does the charity thing on a huge scale but doesn't bang on about it ... not keen on her books, mind, but Disraeli's novels were even worse.

If that's true then you need to exercise your brain a little more.
Seems to me if she's so bright, she wouldn't have been in that position at all, but would have used her 'talent', to write Harry Potter a long time ago to avoid welfare.
Maybe she didn't come up with the idea until she was on welfare? Or maybe she couldn't find a publisher for a while? It's very hard for an unknown author to get something published. But at any rate, you should be thankful that she made money and isn't on the public dole any more.

Does this person even know how the creative process works? You can't just sit down and write something that everyone will recognize as pure genius. It depends on one's experiences and how these experiences affected the writer. There are people who didn't publish anything until the second half of their lives because what they were going to write wasn't even possible until then.

There are different kinds of intelligence. Artistic intelligence – particularly the ability to tell a good story that writers have – is something that will not get you very far until you churn out a successful story. So why couldn't she have done it earlier do you ask? I'm glad you did actually.
Writing takes time. First you need an idea you think is worthy of making a book (or OK, short story) out of – and it's hard to look for those ideas. No, IMO, the best ideas are the ones that come to you out of the blue, sparked by one little word of conversation, or something you saw on television or in a dream or, hell, out of nowhere.
Then you actually have to write the damn thing.
All in all, it's hardly surprising that someone who doesn't appear to have any major talents (no offense to Rowling) other than her ability to write a good story ended up on welfare and somewhat miserable.
