No on all three counts. If I made the rules, I'd try and do a good job of it, but power would go to my head and I'd end up a corrupted jerk. If you made the rules, power would go to your head quickly, but you're already a jerk. God does not exist and can't make rules, although in the Bible, God is depicted as a power-corrupted jerk.
So where do rules come from? That depends on what you mean by "rules." Do you mean laws? Those come from the legislative branch of government. Do you mean the "laws" of what's right and wrong? Those don't "come" from anywhere; they're sort of a response to how we and the universe work. For example, punching someone for no reason is wrong because it hurts the punchee and may cause damage to his body. Saying "hello" to someone does neither, so it's not wrong. If we lived in a parallel universe where punching someone caused no pain or damage, but saying "hello" caused a severe burning sensation, then that would be wrong and punching would be fine.

Ever read the Constitution? Does the word "secular" mean anything to you? How about if the word "government" were placed after it? We're not a theocracy, doing what the priests say God wants. We aren't a nation in spite of God, either; it's a bit hard to spite someone who doesn't exist.

No, he doesn't. God never says anything. He doesn't exist. The Bible DOES say that homosexuality is wrong, but it also says you can own slaves, sell your daughter into slavery, beat your slaves as much as you want as long as they don't die, that rape victims must marry their rapists, and that you should kill your children if they disobey you. Are we really taking our moral cues from a 2,000-year-old mythbook here? (Is mythbook a word? If not, it should be!)

Yet another person who knows nothing about morality lecturing us about morality. LN, true morality is about doing what's right because it's right. If you're moral because of a god, you're not truly being moral, you're merely being obedient. Truly moral people don't need a sky fairy punishing them for being bad or rewarding them for being good. Morality != obeying.

In other words, "allowing sex between ANY consenting adults means allowing sex with nonconsenting children." This is a pretty standard fundie non sequitur. They do that a lot. If anyone proposes doing something they don't like, they claim it will magically lead to something that's actually wrong.
