No, we say that certain traits crop up, and if they benefit the creature, it will propagate itself over generations.

No, it's more the fact that the advantage homo sapiens had was the ability and knowledge to use tools. It started out crude, admittedly, but had it not been for that, we likely wouldn't have lasted. It's that ability to use tools which PRODUCED the things mentioned above. And yes, when you're ill suited for an environment, the ability to create coverings to prevent exposure helps.
So why haven't cows, pigs, chickens evolved the ability to speak? It would really help them survive.
They can. To each other. Listen to a cow lowing for her calf. It's not just random noises, asshat.
If they could talk they could band together and plot a way to escape from their slaughterhouses. But they have never evolved this ability.
Because slaughterhouses are designed so they CAN'T escape. Not to mention, if you're in there, further contributions to the gene pool are not happening.
