Now there is a difference between sin, and what the witches do, they bring a new 'religon' into the whole mix, and probably take on some followers, meaning it spreads throughout the people, and God will not allow it, because, it seals their fate to hell (unless they turn back) so you kill the witch, and the people can't follow the witch.
